Emergency First Response is a PADI partner that specializes in teaching these techniques and does it for anyone, not just divers.

The fun part of Emergency First Response training is that you learn serious medical emergency skills in an optimistic and positive environment. You acquire the confidence that you need to be prepared to help in an emergency.
